Invocation (Mrs. McKinnon) Call to Order (6:03 p.m.)1. Attendance Minutes: Present: Janice Kerekes, District 1; Carol Studdard, District 2; Betsy Condon, District 3; Johnna McKinnon, District 4; Ashley Gilhousen, District 5. Diane Kornegay, Deputy Superintendent represented Superintendent Van Zant who was absent.
2. Statement for addition of two Emergency Items Minutes: Prior to conducting any business, Chairman McKinnon announced the need to add two Emergency items to the agenda. Action on two Resolutions was needed to fulfill part of the TRIM guidelines. The items were added by unanimous consent.
Agenda Items3. Review the Rolled-Back Rate Calculation and the 2015-16 Millages Minutes: Susan Legutko, Assistant Superintendent for Business Affairs, began by introducing two key staff members in the Business Affairs Division who have helped her in putting this budget together - Nancy Racine, Director of Accounts Payable/Purchasing, and Sonya Findley, Director of Finance. She then explained the rolled-back rate calculation, and the 2015-2016 millage rates. Based on the rolled-back rate, there will be a tax increase.

Review the Tentative 2015-16 Budget (All Funds)Attachment: Budget Summary Ad for Board Mtg July 2015.pdf Attachment: 07-28-15 Millage and Budget Presentation.pdf Minutes: Mrs. Legutko reviewed the budget summary for fiscal year 2015-2016. The proposed district budget for all funds for 2015-2016 is $325,522,918. 5. Public Hearing for Comments on the 2015-16 Budget and Millages Minutes: Chairman McKinnon opened the public hearing. The following individuals came forward to speak to the budget and millages:
- James Otto - spoke against football and the associated costs to the public school system
- Renna Lee Paiva -asked about the Board's options to increase local revenue
Following public comments, the public hearing was closed.

Motion Minutes: Prior to the vote and following brief discussion, the motion was withdrawn. General consensus was that this notification was procedural and no vote was required.

Daily Hours for Teachers and Students Revised for 2015-2016Attachment: School - Daily Hours 2015-2016.pdf Minutes: Mrs. Kornegay distributed a revised copy of the Daily Hours and explained that both Plantation Oaks Elementary and Thunderbolt Elementary were requesting a change to their 2015-2016 daily hours.

Superintendent's Requests16. Comments Minutes: Mrs. Kornegay thanked Mrs. Legutko and her team for their hard work in putting the 20015-2016 budget together. She reminded the Board of the district-wide administrative meeting at Middleburg High School on August 6th at 11:00 a.m., at which Superintendent Van Zant will give a State of the Schools address. Also, she reminded everyone that the Regular August board meeting was moved to August 27, 2015.
